Oh, I'm sure he has. He's trained for stage, and I'm sure part of that is learning to control breath and project voice. When I was in London, we went to see "A Comedy of Errors" at the Globe, and the actors all spoke well and clearly. We could hear them perfectly up in the nosebleed seats.

At Gally, I was standing in line for the Kaffeeklatschen talking to the guy next to me and I heard Paul McGann talking as he passed by, and I nearly fainted on the spot. Gorgeous voice that man has. Tom Baker has that beautiful striking voice, but he can't beat Paul McGann for pure smooth gold.
